Are there too many meows and barks in your neighborhood? Ag. Reporter Sarah Gustin introduces you to one woman trying to put an end to the problem of pet over-population. It's a cry for help.... Cheryl Woodcock's best friends have 4 legs, tails and can't speak for themselves... (Cheryl Woodcock / Animal Lover) "I THINK ANIMALS ARE THE BEST THING YOU COULD EVER HAVE BECAUSE THEY LOVE YOU NO MATTER WHAT. AND YOU GET KISSES AND LOVE." Cheryl loves her pets. But knows many animals don't have a home to wag their tail or a couch to call their own. (Cheryl Woodcock / Animal Lover) "TO ME I THINK WHEN YOU GET AN ANIMAL AND THEY BECOME PART OF YOUR FAMILY. IF I WAS JUST GIVEN UP, I WOULD BE HEART BROKEN." Woodcock is taking her passion for animals...to capitol hill. Woodcock recently won the Humane Society's "There Oughta Be a Law Contest." Cheryl's winning idea...gives people a tax credit for spaying or neutering their pets. (Cheryl Woodcock / Animal Lover) "IT WOULD BE NICE IF THEY DID SOME KIND OF A TAX CREDIT THING WHERE PEOPLE COULD GET SOME BENEFIT FROM HAVING THEIR PET SPAYED OR NEUTERED. THAT'S WHAT I WOULD LIKE." The inspiration to enter the contest. 4 kittens tossed in a Bismarck dumpster. She came to the rescue. (Cheryl Woodcock / Animal Lover) "AND I WAS UP ONE NIGHT FEEDING THEM AND I WAS ON FACEBOOK AND THERE WAS A LITTLE SLIMP DOWN THE SIDE, THERE OUTTA BE A LAW AND I LOOKING AT IT AND I THOUGHT, THERE SHOULD BE A LAW THAT GIVES PEOPLE A TAX CREDIT IF THEY HAVE THEIR PETS SPAYED OR NEUTERED." Woodcock isn't sure the exact date she will lobby her bill in DC. But she will definitely have the passion to convince when she gets there.
