Jan. 16 (Bloomberg) -- Thomas Steyer, retired founder of Farallon Capital Management LLC, talks about his role in backing a California voter initiative that is credited in part for creating a projected budget surplus and prospects for a similar plan being implemented on a national level. Last week Governor Jerry Brown declared an end to California’s chronic fiscal crisis, projecting the first surplus in a decade thanks to spending cuts and $6 billion in new taxes approved by voters in the most populous U.S. state.
