Connecticut Governor Jodi Rell plans to veto a bill today that would have abolished the death penalty. The Connecticut Senate and the House of Representatives approved the bill, which would replace the death penalty with life in prison without parole. It would not apply retroactively to Connecticut's current 10 death row inmates. « Less
