Some vehicles are made so their headlights turn on right away but a bill legislators hear about today would make drivers have their headlights on at all times... Senator Art Behm came up with the bill after he was involved in a close call... Behm was passing a vehicle and didn't see a car coming because the driver didn't have the lights on... (Sen.
