Area paper makers are hoping Thursday's ruling by the International Trade Commission could be good news for them. The commission agreed with paper maker Appleton that China and Germany had unfairly dumped cheap specialty paper in the United States at prices Appleton couldn't afford to match. Could there now be some hope for the hundreds of laid off NewPage workers in Kimberly and Niagara whose company lost a similar case? FOX 11's Evan Perrault has more. « Less
