Police and fire rescue crews from the Fargo area scrambled to the Red River over the noon hour after a car went in the water. Moorhead Police Lt. Chris Carey says no one knew whether anyone was in the car. Divers found the submerged vehicle and brought it to shore with the help of a tow truck. Police have arrested a man they found in the area covered in mud. Police think 24-year-old Kyle Belgrade guided the car into the river and bailed out before the car hit the water.  « Less
