The director of North Dakota's workers compensation agency and its top fraud investigator are in court to find out whether they will be going to trial on a conspiracy charge. Sandy Blunt and Romi Leingang are accused of conspiring to illegally use North Dakota drivers license photos as part of an investigation. Under state law, the photos are confidential records. Highway Patrol Trooper Shannon Henke says Blunt ordered an investigation of who had sent an e-mail message to Workforce Safety and Insurance Agency employees. The message listed the names and salaries of WSI workers. I contacted the Burleigh County State's Attorney's Office and we looked to see if there were any crimes that could be in violation or any codes in violation and at that point we thought that yes, there could be.
