Dec. 16 (Bloomberg) -- U.S. housing starts rose to a 555,000 annual rate in November, up 3.9 percent from October’s 534,000 pace that was higher than initially estimated, Commerce Department figures showed today in Washington. Separately, applications for jobless insurance payments unexpectedly decreased by 3,000 to 420,000, the lowest in three weeks, according to a Labor Department report.
