Feb. 25 (Bloomberg) -- Pedro Braz Teixeira, an independent economist who advised Portugal's former Finance Minister Manuela Ferreira Leite, talks about the government's plan to cut the country's deficit to 3 percent of GDP by 2013 and avoid paying higher interest rates on its debt.
