Oct. 27 (Bloomberg) -- At least 20 European Union governments will breach the 27-nation bloc’s deficit ceiling this year and in 2010, the European Commission estimates. The EU’s average budget gap is forecast to be twice the 3 percent limit in both years. Bloomberg's Chris Burns reports that deadlines may be set for some members to begin budget restraint.
