Lucas County Board of Elections director Linda Howe said Saturday that a recount will take place Sunday, Oct. 4, in Toledo's at-large city council Sept. 15 primary race. The board of elections, though, said the recount will most likely affect only two candidates Terry Biel and Mark Clark.
