The Rhode Island SPCA needs help taking care of an extremely sick dog. On Monday, three state workers discovered the dog wandering down the railroad tracks near Allens Avenue in Providence. The workers rushed the pup who was emaciated, dehydrated and barely able to stand to the SPCA.  « Less
