      <media:text>smell it out here. this morning, we are living green with the first of its kind constr uction project. it's an all green home built on local land. more than a year in the making, the home is energys efficient, and students help makets it happen.en steve mangione has the details. d &gt;&gt; there's a brand new home inho woonsocket thasot's one of theth most energy efficient innt the state. but the real stars of the story are the builders. &gt;&gt; this beautiful ultra green home on front streemet in woonsocket has an estimated heat and electricity cost of only $700 a year, and it's thanks in large part to some of the youngest builders you'll ever see. &gt;&gt; and air comes up, shoots up all air. &gt;&gt; this crew of students is led by keith, an instructor at the woonsocket area career and technical center. he says these students built this home from the ground up. &gt;&gt; on this project, the students did many layouts as far as just tthe wall construction, blue prints. &gt;&gt; they also learned about energy efficiency. &gt;&gt; notice how wide your space is. &gt;&gt; this spacing allows for extra insulation, which is made from recycled newspaper. while shooting the story, robert, from conservation services group, performed a blower door test, a device which records just how well insulated this home really is. &gt;&gt; this is almost the same tightness of a house you get with a spray foam application, so you guys did g a bang up job. &gt;&gt; what do the kids thing? -- think. &gt;&gt; i learned aa lot, how to build energy star homes and compared to juries normal star homes. &gt;&gt; reading is bodiring if general and out here,t i ht's more handsor h on. .&gt;&gt; the house is actually the first in the state to reach earth advantage status, a third party classification systemsi designed to poromote green construction. for "the rhode show," i'm pete mangione. &gt;&gt;</media:text>

      <media:text>at ppac.ay &gt;&gt; lily, thanks so much. h. in house talk, third quarter results are in for the real estate markets and mattet and ron phipps of phipps realty break it down and explain what ihat means for consumers. new numbersne released by the rhode island association of realtors shows the market is improv ing. &gt;&gt; we saw a dramatic rise in the amount of activity in the marketplace. there was a rise of 27.9% in the amount of sales from third quarter 2009 compared 09to third quarter 2008. &gt;&gt; the thing thathi is really important isim the $8,000 credit, we saw the impact of that, particularly in september, just a lot of p eople wanting to get in before that and its impact, its desired effect we've seen. &gt;&gt; congress is voting on the $8,000 tack credit this weekk and may be extended as soon as next week, which is goodh news for consumers. &gt;&gt; marketingng channel, price has come down, rates are so low, and the net impactim of all of thofse elements is it's a really goody time to buy and buyers responded and really the litmus test is not how many people are looking but how many peoplepl are negotiating transactions. ac s.what we've seen in thein numbers is people actually purchasing houses. that is most encouraging. &gt;&gt; what's more, h ome, inventory to has decreased falling from about a 14 month supplyon in january down below about seven s months, which means a balanced market where the level of buyers has h risen to that of the level of sellers. &gt;&gt; but there is a bit of a fallout. the average prices come downow again this quarter, it's now down to 201,000. &gt;&gt; that's the averagera single family house in rhode island. in you're nervous ab nout there not being a lot of selection, there's still ath significant number of houses. a good supply for us is five months. if you're looking for ag house, there's great choices out there. &gt;&gt; plus, good news for existing homeowners, who want to buy. a tax credit may bdie on the way. &gt;&gt; congress has allowed a provision of people whoho have h owned their houses a minimum of five years, to y, qualify for a $6,500 credit. there are ceiling limits. you can't be earning morern than $225,000, so the majority of people in rhode iopslandn e willl qualify with ease. there's also a recapture provision. if you sell your house withinin three years, the $6,500 will be taken back by b the government. &gt;&gt; yesterday the senate voted for the tax credit extension and now it moves on to the house and could be signed by the president as early as next week, which will likely result in a positive fourth quarter. for more news on the tax credit, as well as information on phipps realty, visit our web site, foxprovidence.com.vi</media:text>

you know, i was hoping they'd crack open the dom. the rhode island national guard is also always hard at work, but it's not often we get a chance to see what they're dtoing, but earlier this week, we traveled with the rhode island national guard and watched as they tested their latest military weaponry. &gt;&gt; our day started bright and early at quonset point. when you're traveling with the rhode island national galuard, you don't just tak e any plane. you fly a c-130 aircraft. after an hour's flight, we landed at the fort drum military base in seupstate new york. then our group of mitary retirees and rhode island employers boarded buses, traveled down gravel roads through the woods until we made it to t this open field turned firing range, baton rouge members of the rhode island national guard tested the latest in military weaponry. the m-777 howitzer. &gt;&gt; everything isin run off computer. as compared to the old howitzer, it's pretty neat. it can fire and hit a buildingbu that's surrounded by a lot of civilians. who is this going to make it easier to use artillery in populated areas. &gt;&gt; and because it wasn't loud enough, i decided to geti up close to the action, even stop to take a picture with the guys before boarding the bus, heading back down the gravel road through the wood and back on the aircraft. it was a long day forda everyone, but just another day on the job for the guardsmen. &gt;&gt; wewe started out practicing in the ballroom and we said wouldn't it bedn wonderful to have his band here and have people come in and enjoy it and ballroom dancing has become so much more p opular. &gt;&gt; we saw a dramatic rise in the amount of activity in the marketplace. there was a rise of 27.9% in the amount of sales from third quarter 2009 compared 09to third quarter 2008. &gt;&gt; the thing thathi is really important isim the $8,000 credit, we saw the impact of that, particularly in september, just a lot of p eople wanting to get in before that and its impact, its desired effect we've seen. &gt;&gt; congress is voting on the $8,000 tack credit this weekk and may be extended as soon as next week, which is goodh news for consumers. &gt;&gt; marketingng channel, price has come down, rates are so low, and the net impactim of all of thofse elements is it's a really goody time to buy and buyers responded and really the litmus test is not how many people are looking but how many peoplepl are negotiating transactions. ac s.what we've seen in thein numbers is people actually purchasing houses. that is most encouraging. &gt;&gt; we start out with extra virgin olive oil, whole cloves c of garlic an gd id i pulled the whole cloves of garlic out after they softened and i put diced onion andd anchovie.nc &gt;&gt; i think a lot of people are afraid of anchovie,f but it does add a nice depth of flavor and you don'tu taste the true anchovie scent, youce taste it as it mel ds with everything else. &gt;&gt; capers. when you start to see the elements of this dish, they're just beautiful. &gt;&gt; i love capers. &gt;&gt; you have the saltiness to the capers. &gt;&gt; now would you like me to put the garlic back in. &gt;&gt; yes,es please. we're garlic lovers already. &gt;&gt; absolutely. &gt;&gt; you put the garlic back in, if you don't like chewing the whole cloves of garlic, of course these are softened. &gt;&gt; i have altoids. &gt;&gt; if vince and i both eat fr eom this particular dish, then at noon we won't be offensive to each other. &gt;&gt; now is that san marzano tomatoes. &gt;&gt; we use san marzano tomatoes because they have less seeds, and they're a lot sweeter. they really are. &gt;&gt; ok. &gt;&gt; you're going to pay twice the money for them, but it's well worth it, because they don't come back up on you. &gt;&gt; and quality ingredientss really count. &gt;&gt; absolutely. &gt;&gt; n ow we've got that going on. chili paste, i use the chilly c paste, because it gives you a whole different dimension. put a little in i there. put a little salt, although the anchovies are salty enough. this also makes a beautiful pizza sauce.a &gt;&gt; can i just ask j you, what am i to do with my basil? the last sprigs are hanging on, should i freeze them? &gt;&gt; make pesto out of it, put it in a bender with olive oil and romano and a little bit of garlic and if you like pine nuts or if you're allergic to nuts, stay away but a little bit of pine nuts in there and drain that pasta, throw that right in there. &gt;&gt; boiled with the yankees hat, right? &gt;&gt; there was no heat under there. it was so hot that it boiled that pasta. &gt;&gt; a little too much water in here, chef. &gt;&gt; throw it right in the pot. &gt;&gt; oh, yeah. &gt;&gt; that's a nhaice looking pasta. &gt;&gt; let me just grab one of these. &gt;&gt; you get the sauce you will up in there. &gt;&gt; very rustic pasta. &gt;&gt; you could use a rigatonni. &gt;&gt; look at that, that's a nice size pasta. we say macaroni. &gt;&gt; you can definitely use a large rigatonni. &gt;&gt; of course a beautiful dish like this, i have a wine that will stand up perfectly. you know how we always talk about complementing the food. d.this is a i robust, heartystea dish, with the histheory and this wine here, i love a zinfandel with this. this is a california zinfandel, i talked about coppo wines before, butt zinfandel isis a hearty, robust wine. not to be confusedco with whiitte zinfandel. butbu zinfandel is inky in texture, this iste a beautiful wine for $1212 or $13.r i love the winery in the napa valley. go there, see the godfather,fa, you might evengh run into francis himself, he's been known to k t be there, but this ishi a beautifulut wine, find itfi in any local liquor store and it'qus beautiful.ut. &gt;&gt;       <media:text>seton hospital in kyle a 5-thousand dollar forgivable loan if they buy a home in san marcos.our jenny hoff tells us why they say it will help thehy city as a whole. 3 3 3 140 miles. that's the distance patti tmontgomery drives every day to work at the new seton hospital in hays county. county.hait's hard. 3 i miss out on having personal time to excercise and do the things i enjoy doing because of that commute. that's what the city of san marcos, just down the street from the hospital, is banking on.. offering 5000 thousand dollars in forgivable home loans to those seton employees who are tired of spending hours a day on the road. they can buy an older home, it can be a new home. it doesn't put any type of parameters as far as where they buy, just so long as its in the city limits. limits.lheit's an incentive plan meant change the city's status as the lowest per capita income area along the i-35 corridor. 3 the mayor hopes this will encourage more high-income workers to stop commuting to the city and decide instead to live here. which would, in turn, encourage more businesses to set up shop here in san marcos. navaiz says: to me, izthis was a simple way to use smaller amounts of money to do something real that you can rfeel in your community. it's a plan already in place for professors at texas state.. and there's one in the works to encourage more police officers to live in area neighborhoods.. 3 it's also an added benefit for hospital staff recruiters.. who reare already trying to hire fifty more employees because of the high demand the new facility is seeing. 3 i'll inform them of the fact that san marcos has this program and are interested in expanding based on the demand. as for montgomery,that's a great idea. i think that would make a big difference in willingness to relocate. it's certainly an option she'll consider as she drives a collective 140 miles to and from work every day. in hays county, jenny hoff, kxan</media:text>

      <media:text>by the coalition for &#250;homelessness and intervention &#250;and prevention. &#250;&gt;&gt; so many more parents and &#250;children are seeking shelter &#250;during the chilly fall nights. &#250;one group of women is doing its &#250;part as a result to help &#250;homeless hoosiers. &#250;deanna dewberry brings us their &#250;story in tonight's hoosiers &#250;helping hoosiers report. &#250;&gt;&gt; that's right. &#250;well, these women all retired &#250;are using the skill many used &#250;as young girls. &#250;they're sewing. &#250;with needle and thread and &#250;donated fabric, they're warming &#250;homeless hoosiers. &#250;it's a monthly meeting of &#250;ladies with like minds and good &#250;hearts. &#250;they're sewing quilts of &#250;kindness, warmth, generosity, &#250;faith. &#250;&gt;&gt; you really feel like this is &#250;living your faith? &#250;&gt;&gt; yes. &#250;just giving. &#250;&gt;&gt; they're helping those for &#250;whom a quilt brings comfort for &#250;those cold nights. &#250;these women, ages 65 to 84, are &#250;all members of chapel hill &#250;united methodist church. &#250;they meet at the church on the &#250;fourth wednesday of each month, &#250;making quilted sleeping bags &#250;for the homeless. &#250;&gt;&gt; they're big enough for a &#250;man, a big man, or they're big &#250;enough for a woman with her &#250;child. &#250;&gt;&gt; they're mindful of the fact &#250;that up to 7300 circle city &#250;hoosiers are homeless at some &#250;point during the year and 40% &#250;of those arfamilies are &#250;children. &#250;as she sews, the leader of the &#250;group thinks about thoswho &#250;will snuggle in the soft &#250;comfort of her work. &#250;&gt;&gt; it just makes me warm, feel &#250;warm all over. &#250;you just want to cry. &#250;&gt;&gt; that's what has motivated &#250;them to keep meeting, cutting, &#250;stitching for 14 years. &#250;they recently made their &#250;1,000th sleeping bag. &#250;this project was the brain &#250;child of eleanor taylor, a &#250;retired home economics teacher. &#250;&gt;&gt; we have so many generous &#250;people and even those who give &#250;fabric and supplies. &#250;&gt;&gt; these women are reaping what &#250;they sew. &#250;their generosity has inspired &#250;others to give and for more &#250;than a decade, they've worked &#250;to warm homeless hoosiers one &#250;guilt at a time. &#250;they are absolutely delightful. &#250;the ladies say they could use &#250;more blankets for their project. &#250;you can drop them off at chapel &#250;hill united myth d es church at &#250;963 north girls school road. &#250;if you know a hoosier bettering &#250;the lives of others, nominate &#250;him or her at our website. &#250;&gt;&gt; we look forward to</media:text>

      <media:text>beyond the numbers and he's here to report eye not as bad as it appears. &gt;&gt; analysts had expected new home sales to go up in september but they dropped more than 3.5%. that sparked fears that once an $8,000 first time home credit phase is out at the end of november it would deal a death blow to an already struggling housing industry. an indianapolis home builder says don't let those numbers get you nervous. &gt;&gt; four years ago we did about 14,000 and this year we will do about 3,000. &gt;&gt; curtis is talking about the number of new home permits issued in the indianapolis area it is a subject with which he is very familiar. &gt;&gt; your hope would have been how long to build this out? &gt;&gt; about four years. &gt;&gt; is thatoing to happen? &gt;&gt; no. no. it will probably be a six year community. &gt;&gt; this is an arbor homes subdivision in fishers. curtis founded the company 14 years ago and is its president. he says the housing slump is actually in its fourth year. &gt;&gt; just for arbor homes four years ago we built almost 700 houses. this year we'll build about 300. 320. &gt;&gt; he says numbers aside business is getting better. &gt;&gt; so it's legit, the recovery at least in this housing market is legit. &gt;&gt; absolutely. i mean it's not going off like a ball of fire, but we have certainly seen the worst of it, and we are starting to see it come back. &gt;&gt; what we saw is that most of the declines in home sales were in the west part of the united states and off in the southern part of the united states. &gt;&gt; rachel smith an assistant professor of finance at the university of indianapolis says new home sales in the midwest were actually up. she says what happens nationwide still has a huge effect back home in indiana. &gt;&gt; you can't just isolate yourself to one region, you do have to be concerned about the overall economic implications and unemployment numbers. &gt;&gt; curtis says he'd like to see the first time home buyers credit extended beyond it's november 30th deadline but he says it's not the core of his business. &gt;&gt; except for a few available homes we have now the credit has been gone for almost two months and we sold 35 houses last month, and i think we're going to sell about 30 to 35 in october. &gt;&gt; and there is word tonight that congress is considering extending the tax credit through march 31st and gradually phasing it out over the rest of next year. a vote on that plan could come later this week, but curtis says the biggest problem facing the housing industry is financing for developers. he says no matter how good a developer's financial numbers appear on paper few lenders are willing to give them the money they need to keep building. &gt;&gt; thank</media:text>
