"if its not cleaned up, and all the safeguards are taken, then its going to be worrisome for everyone.." many residents have es already expressed concerns xpabout the 40 year old plant. a few years ago, a cooling tower nger collapsed. the plant uapp for license renewel in 20-12. nort0-hfield resident elizabeth ladine says she remembers being worrieind when vermont yankee was first built.       <media:text>An unusual fight is taking place over the proposed storage of low-level nuclear waste in utah.

It's between a private company and a public figure. Sarah dallof has the story.

Well bruce and amanda, it is safe to say that the gloves are off between energy solutions and congressman jim matheson. Today they held dualing press conferences, and tked about how they feel the other is hanlding the debate in the public eye.

There are two sides to every story, or in this case, two sides plus a mailer and a commercial.

Half truths, misstatements and fear mongering.

The battle begins with congressman jim matheson sending out the mailer. His bill before congress would block utah from accepting low-level italian nuclear waste.

No other country in the world takes another country's radioactive waste. I don't think we should either.

Then on sunday, the commercial paid for by energy solutions, a company wanting to bring the nuclear waste to the state. They say it will be transported and stored safely.

We wielcome public scrutiny and public die louing on theethese issues, but we simply cannot tolerate the kind of false hoods and misrepresentations that are printed in congressman matheson's mailer.

Energy solutions specifically points to the photo on the front of the ma mailer.

He used a photograph of rusting, leaking oil barrels to depict the shipments that we receive in tooele county. And he knows better.

Kopg man matheson responded to the commercial at a press conference this morning.

It goes back to roman times where if you didn't like the message you attacked the messenger.

The ad accuses matheson of being anti-business, anti-trade and aligned with radical liberal groups. He pointed out today that he shares his position with a number of high-profile republicans in the ste governor herbert, former governor huntsman and u.s. Congressman chaffetz.

If this is an effort to intimidate me or change what i'm doing, that's not going to happen. I stand, not alone on this issue.

And this is a battle that won't be ending any time soon. The senate still has to vote on matheson's bill which, once again, would ban the import of foreign nuclear waste. Bruce?

      <media:text>are c-t scans posing a radiation hazard?? news 4's doctor peter ostrow has the story for your health tonight. ct scans offer a quick, painless way to see a detailed picture of the body and make a diagnosis. but ct scans use x-rays, and people are concerned about that. (( patients ask all the time about radiation exposure; it's something that's very much on the public's mind. )) recently, some patients in california and alabama were exposed to potentially harmful amounts of radiation, and the fda has issued interim guidelines to help prevent excess exposure. dr. pearsen is director of radiology for kaleida health. he points out that the scanners are frequently checked to make sure they are no more radiation than necessary, but even so, some clinical situations require multiple scans. (( in some of our more complex studies, such as our stroke studies, the patient often in one setting goes through the scanner three or more times )) here's an example. in this patient, who might have been having a stroke, the initial scan didn't show a clear abnormality. a second scan was done, which enabled the vessels to be identified - a 3d reconstruction of those images showed a vessel that was blocked. another study, called a perfusion scan, identified a n area of the brain that wasn't getting enough blood. (( there's an extensive amount of brain tissue at risk that we can save. )) using that information, a stent was put in that restored blood flow. the ct scans played an important part in this patient's recovery, but some people get scans they may not really need - and the radiation adds up. (( there are now fda guidelines for individual scans; i think there will be guidelines in the future for cumulative exposure for multiple scans. i think that's something that we must do. )) after making a diagnosis we often use more scans later, to see whether the illness has progressed, or what</media:text>

      <media:text>site for decades. others say it doesn't belong and needs to go. fox 11's robert hornacek has a balanced look at the future of nuclear power. it's one of the biggest issues facing the nuclear power industry: what to do with the radioactive waste? michael "ultimately you're gonna have to bury it, that was supposed to happen 11 years and several billion dollars ago. while the federal government tries to find a solution, local power plants are forced to keep their waste, on site. phil, "it's contained, it' )s monitored and it's safe." but people who live near the plants, say the waste wasn't part of the deal. david "it's just not right we're being dumped on. this is video from the 1990s inside the point beach nuclear power plant. once fuel rods are no longer used to generate electricity, they're stored in these pools. the water is used to cool the rods and shield the workers and the environment from radiation. after five years in the pools, some of the rods are transferred into dry cask storage. the radioactiveaste is sealed inside a metal cylinder which is then enclosed in a metal or concrete shell. david, "it's a dump. it's a nuclear waste dump and the town should be compensated for it." david hardtke is the town chairman in carlton, home of the kewaunee power station. in august, the plant, located right on the lake michigan shoreline, began storing spent fuel rods above ground, in huge concrete and steel casks. david "i don't know if people know that but there's high-level nuclear waste sitting 50 yards from the best freshwater body of water in this world and it's just sitting there on a concrete pad." jim, "dry cask storage is safe." democratic state representative jim soletski worked at the kewaunee power station for more than 20 years. he says the storage at kewaunee is more like 100 yards from the lake. jim, "the amount of waste is really a small amount." a few miles away, more spent fuel rods are being stored at the point beach nuclear power plant. point beach started storing the waste in dry casks in the 1990s. this is video from the mid-90s of one of those casks being built. soletski says the storage at point beach is 700 yards from the lake. jim, "if lake michigan got that close to it we'd have a lot more troubles to worry about that just nuclear, dry cask storage." the on site storage was supposed to be temporary. lee engelbrecht, "when they first put it out there we thought that but as we're moving on i'm not so sure anymore." lee engelbrecht is the town chairman in two creeks, which is right down the road from point beach. lee, "it is probably a risk but i think everybody living around here feels fairly safe with it but it doesn't belong here. that's our feeling." according the the nuclear regulatory commission, the casks are "safe and environmentally sound." the casks are designed to withstand "floods, tornadoes, projectiles, and temperature extremes." robert, "we wanted to show you what the dry cask storage looks like at both plants but we were not allowed on the property at point beach or kewaunee. we also spent more than one month trying to talk with the plants for this story, but neither would sit down for an interview." advocates for nuclear power like republican state representative phil montgomery have no problem with the on-site storage. phil "where it is stored right now, in the dry cask storage, is perfectly safe. there has never been death, an accident or an injury associated with storage or transportation of spent nuclear fuel. so it is entirely safe there." while some environmentalists, like katie nekola from clean wisconsin, say a long-term solution needs to be found. katie "they're sitting there exposed, of course we need a plan. we need safe geologic storage for the nuclear waste that's being generated." professor michael corradini is the chairman of nuclear engineering program at uw- madison. he says the waste needs to be buried deep undergrod. michael "the honest answer is the ultimate resting place would have to be geologic disposal. it's solid material, you're not gonna burn it. you're not gonna throw it into space. you're not gonna throw it in the ocean. so you have to bury it somewhere just like we bury all our current waste which is solid. so it's gotta be buried. that was the plan for more than 30 years. the federal government even had a site all picked out: yucca mountain in nevada, 100 miles northwest of las vegas. the waste was going to be put deep underground in tunnels. we even paid for some of it already. utility customers have paid more than $16- billion dollars into the nuclear waste fund. more than $350 million of that came from us in wisconsin. but the plan has been plagued with politics. earlier this year, the obama adminstration put what may be the final nail in the yucca mountain coffin. the plan was essentially scrapped as the federal government "devises a new strategy for nuclear waste disposal." we wanted to knowhat the owners of wisconsin's nuclear plants thought about the federal government pulling the plug on yucca mountain, but neither plant would talk with us for this story. town leaders near the plants aren't shy about their feelings. david, "i don't want the town of carlton to be known as a high level nuclear waste dump." towns like carlton and two creeks are trying to force the issue. they want to start charging the plants for keeping the waste on site. lee "towns that host landfills are compensated for that this would be no different i feel. hardtke "for 35 years they told us it was not going to stay here and now that they permanently shut down yucca mountain it's here and it' )s not leaving." montgomery says in the future, waste may not be an issue. th, he says, would lead to the development of more nuclear plants. phil "the next generation of nuclear power plants that are about 10 years away, we'll be able to recycle that spent fuel so i think that will be the tipping point. once people feel secure in the fact that the spent fuel is taken care of i believe that will be the tipping point." in the meantime, town leaders are fed up and confused about what to believe. hardtke "is it safe? maybe. the federal government said to be safe it had to go a mile under yucca mountain in the cast and sit there but over here, it can just sit on a concrete pad out in the open? which one is it? is it safe. i don't know. why did it have to be a mile under ground in nevada and over here it can be above the ground?" robert, "energy secretary steven chu has set up a task force to come up with a plan to deal with nuclear waste. chu has said the way the waste is being handled now, it can be safe for decades. he also said nuclear power is an essential part of the nation' )s energy mix.</media:text>

      <media:text>it's radioactive. it's expensive. some say it's dangerous...others say say it' )s indispensible. it is nuclear power. and the debate in northeast wisconsin is heating up again. tonight, fox 11's robert hornacek takes a balanced look at the future of nuclear power. the pristine shoreline of lake michigan is home to wisconsin' )s only operating nuclear power plants. these giant reactors supply one-fifth of the state's electricity. soletski, "i think nuclear power is good for the environment." there's no doubt the energy landscape is changing, some argue we still need nuclear and will need more of it. phil, "we have to look at nuclear." corradini, 1245 "we're at a situation where we have to do something." but to some, the nuclear option is not an option. nekola, 2655 "i think nuclear power essentially is just one big boondoggle." the kewaunee power station is located along highway 42 in kewaunee county. at 35 years old, it's the youngest nuclear reactor in wisconsin. the plant's license expires in 2013 but its owner, virginia-based dominion energy, has applied for a 20- year extension. about five miles to the south, the point beach nuclear power plant already has an extension on its two reactors. the plant is owned by florida-based next era energy. the first reactor at point beach is almost 40 years old now and the plan is to operate the reactor for another 20 years, until it's 60. the second reactor, is just three years younger. it went online in 1973 and will run until 2033, when it too is 60 years old. "we wanted to talk with representatives from both power plants for this story. in fact, we spent more than one month contacting both plants. but neither would talk to us for this story. in fact, they wouldn't even let our cameras on the property." we were still able to get some video. we just had dig back more than 10 years into our archives to find it. the plants both had different owners back then. the video shows the very crisp, almost sterile working environment. this is where energy is made. phil 5340 people are starting to recognize it as a great alternative republican representative phil montgomery is a staunch supporter of nuclear power. phil 5602 if we want to participate in the global economy that relies on affordable energy we have to look at nuclear. it's just as simple as that." according to the department of energy, 19% of the electricity in wisconsin comes from nuclear power. that's second only to coal (67.5%) natural gas makes up 8.2 percent. water, wind and solar make up 5.2%. nationwide, nuclr kes up 19%, natural gas 21% and coal about 50%. the department of energy predicts the demand for energy in the country will grow by more than 20% by 2030. as the country looks for ways to reduce carbon emissions, there is a push for more nuclear plants. there are currently 104 nuclear reactors in the united states. within the last few years, 20 companies have submitted applications to the nuclear regulatory commission to build 26 new reactors. if any plans come to fruition, it would be the first new nuclear reactor in the country in more than 20 years. it definitely won't be in wisconsin. that's because back in 1983, the legislature put a moratorium in place, effectively banning the future development of nuclear plants. corradini 1245 we had a lot of capacity that was built up and that we've slowly been eating away at by growth in demand. because of that we' )re at a situation where we have to do something, we can' )t wait anymore." professor michael corradini chairs the nuclear engineering program at uw-madison. he says wisconsin's ban on new nuclear plants should be lifted so companies can plan for the future. corradini 540 there's so much that's necessary in terms of planning, certification, licensing and then regulation during construction that you have to have almost a 10 year forward window of forward planning portfolio. so if i want to operate in wi in 2020, i have to start thinking about it now." we wanted to know what the owners of wisconsin's nuclear plants thought about the ban but as we said earlier, neither plant would sit down for an interview. there are signs the tide may be changing in wisconsin. earlier this year, the governor's global warming task force recommended lifting the ban. still, some groups who backed the task force report, clearly do not back nuclear power. nekola, 2048 we think that nuclear really doesn't have a future in the state." katie nekola from clean wisconsin says the state needs to focus on other types of energy, not on nuclear. nekola, 2742 i don't think nuclear power has a place in our energy mix going forward. i don't think we need it. i think we need to maximize our efforts towards energy efficiency, conservation and renewable energy and that's where we should put our resources." charlie 3706 nuclear is one of the most expensive ways of generating electricity." charlie higley is the executive director of the citizens utility board, a group that lobbies for lower utility rates. he says the biggest cost with nuclear is the construction of the plants. industry groups agree. according to the nuclear energy institute, new nuclear plants cost $6-8 billion. but once the plants are built, the nei says nuclear costs 1. 87 cents per kilowatt hour. that's lower than coal (2.75 cents) and natural gas (8.09 cents.) higley says in the future, we need to focus on new technologies. charlie, 4727 we need to move toward efficiency and renewable energy to help reduce our dependence on coal and nuclear because of high costs and their negative impacts on the environment." corradini 1012 i have nothing against renewables." corradini says wind and solar are just part of the energy solution, but not the whole solution. 1039 we have to be honest with the public which is if you want to use wind you have to build four times the capacity you actually use, three to four times the capacity you use, and you got to connect it with transmission lines. currently today, people aren' )t very thrilled about putting up transmission lines." soletski, "it's not an easy answer to any this stuff." democratic state representative jim soletski worked in the nuclear industry for more than 30 years, including more than 20 years at the kewaunee power station. he is now one of the biggest advocates of nuclear power in the legislature. soletski, "we have to look at energy from all means, not just wind turbines or photovoltaic cells or squirrels in a cage. we have to look at everything and that would include nuclear plants." robert, "whatever happens in wisconsin and in the u.s., may be irrelevant. the fact is companies are building nuclear power plants around       <media:text>good evening. energy solutions is applying pressure to the state over the question of accepting depleted uranium at its tooele county landfill. &gt;&gt; it wants to amend its current license in order to shipuranium to utah &gt;&gt; well i'll explain what's happening in a nutshell if i can. you already know that energy solutions already accepts low-level radioactive waste at its facility in tooele county. now they wa to add depted uranium which is a completely different animal they want to accept it. they applied with the radiation control board in september and in october they added an additional condition to that license expansion, and that's when the company cried foul. today they are threatening legal action with the state if they donget what they want. they want to add 1240u drums of depleted uranium to its clive facility, and they're saying legal procedures about allowing that waste were not followed. they're complaining vocally to the radiation control board right now. now, teting that's happening right now and this afternoon was really a question over legal procedures but since depleted uranium actually gets more radioactive over time, the antinuclear group heal utah addressed the basic question of whether the state should accept such waste at all. from energy solutions' standpoint a request for a site safety review which is the additional stop gap is lengthening a moratorium, both aunacceptable the company says. &gt;&gt; the nrc has told you that a moratorium of this nature on du would have the effect of them re-evaluating the state's agreement status. so don't take my word for t see what the nrc says &gt;&gt; the reason they had that authority is a mistake. it's a mistake they were able to take that under the class a rubric when the class a rules never dealt effectively with depleted uranium. we're simply saying look, the people deserve some redress for this &gt;&gt; now, hl utah is saying that there aren't enough stop gaps to take into consideration this depleted uranium will get worse over time and are saying the nrc has not helped the state out in trying to ferret out this process. now energy solutions is saying that it is losing about a million dollars over the upcoming year by not being allowed to accept this waste, so there's a lot at stake financially for energy solutions. the coursthe people of twal county want to make sure it's going to be safe not only over the next 100 years but over the next 1,000 years which is how long this waste lasts as radioactive material. back to you in the studio</media:text>

      <media:text>this type of material is incredibly low in radio activity and therefore there was no threat to the environment or to human health. &gt;&gt; a spill of radioactive waste hats shut down a billion dollar cleanup project in moab. good evening everyone. the energy solutions company insists there was never a health threat to anybody and the spill was cleaned up days sglag but the long-awaited project to haul away a mountain of radioactive mill waste is shut down while officials review safety procedures &gt;&gt; well the temporary shut-down is ironic because the project is being fast tracked by washington. a new shot of federal stimulus money recently boosted employment to about 250 jobs, but now those workers are being paid while the project is shut down. &gt;&gt; the u.s. department of energy launched the project last spring, energy solutions crews are hauling away a mountain of radioactive tailings from the defunct atlas uranium mill. the hot red dirt is loaded into special shipping cont containers and then hauled by truck a few hundred yards awaa waiting train hauls to tait to a permanent dump 30 miles north. wednesday night an energy solutions truck driver had a problem &gt;&gt; the driver was heading up the haul road on project site property and he got a little close to the edge, and the truck tipped over. &gt;&gt; the accident was in an area closed to the public, but passers-by were close enough to notice and even photograph the overturned truck. &gt;&gt; we thought that's odd seeing as how we came back to take the next day to take pictures and nobody was working. &gt;&gt; energy solutions shut down the billion-dollar project wednesday night. &gt;&gt; it will be at least until tuesday. officials say they're reviewing the truck route as well as general safety procedures and training &gt;&gt; it's not uncommon for us to shut down operations to evaluate, and make sure that what we are doing is safe. &gt;&gt; one issue is why the radioactive waste container failed. they're supposed to remain sealed during shipping. the truck was only going an estimated 3 miles an hour when it tripped over. &gt;&gt; the lid did pop off, yes. and so some of the material did fall out of the container, it has been cleaned up and the area has been surveyed and everything has been rema remediated. &gt;&gt; the driver was taken to a hospital for the checkup but he was uninsured. as for the risk to the public, the waste that spilled on the ground is minuscule compared to 16 million cubic yards that's been sitting near by for several decades.</media:text>
